Why when my modem/router goes down I lose my network?

I have had some issues with my Comcast modem/router going down. I have a staic IP. I have assigned all my devices, NAS(s) and printers, their own IP addresses. But when the modem/router goes down I lose all connections to everything on my network. Why and how do I change this so this will not happen
