Can't disable xfinitywifi or XFINITY wireless networks

The instructions  at Xfinity Public WiFi Hotspot Enable/Disable that is pinned at the top of the Forum are wrong.  There is no Manage Xfinity Wifi tab under Manage Services.

For some reason, my modem/router is broadcasting both an "xfinitywifi" open wireless network and an "XFINITY" WPA2-Enterprise wireless network.  Is there any way to disable these?  And keep them disabled?

I chatted online with a customer support representative earlier today who told me he disabled them, but they are still there.
