In order to run the PHP programon the website that I am running, I need to be able to modify the php.ini file on this domain. I am not finding this file in the root of the domain. Where is this file and/or what is the filepath to the PHP server.

No PHP does not have to be unlocked and Comcast does not provide any specialize PHP gui interface. You would need to use the standard PHP text editor, then FTP your files up to your website location.
