Business class Cisco router not blocking keywords or sites

Hi, so I decided to block some keywords and specific sites from being accessed, however when i go to

Device Control Management > Managed Sites

and add the keywords and sites, then leave the devices which i want it to monitor and block as untrusted which is the proper way to set it up, I found that it does not work at all the blocked keywords and sites are not blocked at all, what can I do to get it working any ideas? I also did disable firewall due to issues I had with certain things being able to connect please advise if you had same issue or know what I need to do. Thank you for your time.
