iPhone Set Up - Receives, doesn't send

I've got a user who cannot get his iPhone to send mail from his Comcast Business email account. I have followed the instructions from support to set up the account. I can receive mail all day, but sent items sit in the Outbox. No error messages on iPhone, Android tells me "Update Security settings to use account."
