How to get RFC 2317 in-bailiwick in-addr.arpa delegation for /28?

Hello,

I would like to have RFC 2317 NS delegation with in-bailiwick NS and A (for glue) records for the /28 that is assigned to my business.  How do I go about getting this setup?
