Why has the Comcast Business Mobile website been “Having Issues” for months?

I log into business.Comcast.com just fine.  When I try to manage my account for mobile by hitting the button to Manage Business Mobile it opens a site that halfway loads and a dialog pops up:

“We're having some issues at the moment.

We are currently experiencing some technical difficulties and working hard to get everything running again. While we are down you might not be able to access certain features of your account. Thanks for your patience while we figure it out.”

from there nothing works.

You're about to respond ”Clear your cache and everything will work!”.

It doesn’t.  I have cleared cache.  I’ve used other machines.  I’ve installed browsers that I’ve never used before.  I’ve tried browsers I’ve never used before (Safari).  I’ve tried “Incognito Mode”.  None of that works..

I was doing this because I was in the process of consolidating accounts to bring mobile lines on other carriers over.  Now I don’t have faith enough on Comcast Business Mobile to do that and want a pin to port my number to another carrier.  I tried to call in to do that and the guy said they can’t do it over the phone, I have to use the website.

[Edited: "Inappropriate Language"], Comcast?!
