Trouble with new account billing

We have had problems with our new account since the first billing cycle.  I was told I was being credited a month due to the issues we had and now my new bill is even higher than the prevoius one making the credit non existant AND the price is again higher than my contract.  I am ready to cancel this service as its been nothing but trouble since the day they came late to install it.

 

Who can I talk to that will actually help me?
