Transfer to Residential

I'm trying to find out if it is possible to transfer to residential service without having to pay ETF? I had talked with a sales representative when I signed up and he told me so long as my account was in good standing for 6 months I could transfer the reminader of my contract to residential service without penalty. I probably have at least one more year left on my contract, but would really like to go residential and drop my business class service. 

If anyone can help with this on where to get started or if it is even possible please let me know.
