Since when does Comcast Business not provide Business ISP services?

I recently became a Comcast Business customer, despite warnings from others that Comcast would not be able to meet my business needs, because I was assured by the salesman that it would be able to do so.  I have repeatedly made a simple request to have "IP Scope Delegation" for reverse DNS setup to delegate the DNS for reverse DNS addresses of the IP addresses assigned to my business account (I currently have a /28).

 

I know that other customers are getting this services from Comcast, and I would like to know why I cannot get that same level of service.  50.77.135.14 is an IP address that has been setup for a customer in this way.  If I attempt to resolve the PTR for that IP, I find that it has been delegated to the customers own DNS hosting provider:

I have made this one simple request, to have my IP scope delegated to my DNS hosting provider now for 6 months, and so far have been met with people unwilling to help.  So I'm left to wonder, why can this customer get his IP scope delegated, but I cannot.  Are there different classes of Business Accounts?  What does the contract say for my Business account services?

 

I've found that XFinity customers (the residential arm of Comcast I presume) have been able to get this service:

I would hope that if an XFinity customer can receive this level of ISP service, that a Business Account should be able to!  If not, maybe I need to cancel my Comcast Business and sign up for XFinity?

I'm still waiting for my experience to be changed.  Comcast still has not configured proper RFC2317 DNS delegation---a service that as far as I know all ISPs have offered to business customers sinced the late 1990s---there is ample evidence even Comcast does this.  Comcast is an ISP, right?  I am a business customer, right?  Since when does Comcast not do ISP business with business account customers?

 

Maybe there is a problem with the request?  Have I posted this request in the wrong forum?  How do I get in touch with the right department to effect this change?
