Signed BSOAgreement 2.6.17, not implemeted & no help on resolution?

Numerous emails & conversations on implementing the 50% cost reduction (2.6.17), and credit on billing overages for 10 months now.  Much talk bit no action.  On 10/3, finally got the +50mbs bump in the BSOA but bill went up another $90/mth.  Held hostage, help?
