1st Bill - Do I have to prepay ?

I've got 1st Bill from Comcast already.

1. I don't understand why Comcast sent 1st Bill so early. Do I have to prepay ?

(install date : 12/10/15, Bill period : 12/11 - 01/10/16, Billing Date : 12/14/15))

2. What's the "Regulatory Recovery Fee" ? Do I have to pay them every month ?

There're charged twice $1.20 and $5.65 on the category of (Other Charges & Credit)

3. What's the "Universal Connectivity Fee($1.44)" ? Do I have to pay it every month ?

Yes, Comcast always bills 1 month in advance.
