Upload Speed Issues, started about a week ago

Comcast Business Customer with 50dn/10up plan.     While there are no issues with download speed, uplink speed has been about half for the past week or so.     Rebooted gateway and router, no effect.    Disconnected every single machine on the network except for one, upload still hovering around 7Mbps.      Never saw an upload speed below 10Mbps for the past year or so..  now upload is affecting video uplinks.

 

Is there a known area wide issue in San Jose CA?     Any possible explaination?

Same issue here on the East Coast, 25/10 and i'm barely seeing 1.5 up
