switch one hop from the Comcast modem suddenly has quite bad response times

I run smokeping from my servers, here is what the response time on the next hop (from traceroute) up.  Note how the response time changed so significantly in late May.  I suspect this is a piece of equipment that needs serious attention.  How do I get this reported and serviced?:
