Small business internet service is very unreliable

We are the local power company in our community. We need a reliable internet service, and Comcast has dropped the ball in a big way. Our connectivity drops and comes back up literally dozens of times every day. When I called support and asked if there is anything more reliable, since we are a utility provider, they suggested that I call Comcast's Metro-E division. When I call that number, it goes straight to voice mail and the recording says the voice mailbox is full. This is unacceptable.
