Recent pattern: internet gets interrupted for a few seconds many times a day

Last week I noticed this pattern: the internet works fine for a while (30 minutes or so) then, for about 5-10 seconds it has 0 speed.

As a single user I have two types of internet use: video and web sites use. Video gets cached and is not affected by the issue, but using web sites is. My internet use has the following pattern: loading page takes 1-5 seconds, then I read for a few tens of seconds or a few minutes, then go somewhere else. Essentially about 5% of my internet use time is where data needs to flow. And yet I'm affected with service interruptions to the point I have to seek help.

I think many people have the same pattern of internet use and I think Comcast may try to exploit it by juggling among users and offering a few seconds of service then a few seconds of no serivce. This way they can have 1 pipe serving many people. It'd make sense from business point of view but absolutely unacceptable from customer point of view.
