Latency Spikes

 Once again having terrible issues with consistent connection on comcast internet. I have reset the modem and router, and checked against a trace route and ping to see what the issue is. 

My tracert will time out after hitting comcast ISP points and in my ping tests I don't have anything consistent with spikes of 300ms+ every second or so. This is absolutely terrible.
