E-mails to customers with MS email address (outlook.com, live.com, hotmail.com) are bouncing

We've hosted our website on Comcast business for several years.  We have a small server connected to the internet with a static IP address where we run out own website, DNS server, forums, ecommerce and SMTP server.

 

- FreeBSD 10.4

- postfix 2.11.7

- bind 9.12

- apache 2.4

- tomcat 6.0.53

- php 5.6

 

The issue we're having is that e-mails sent through our SMTP server to any Microsoft-owned e-mail address (outlook.com, live.com, hotmail.com, etc.) are bouncing back with the following error (altered source IP address for now, but assume you'll need this at some point).

This has been happening for months and months.  I've ignored it as along as I could but I'd like to get this resolved.  I've tried to contact MS and fill out forms or whatever, but since I have a tiny little subset of a larger IP range owned by Comcast, I can't do anything on my own.  They seem to want to send e-mail to abuse@comcast.net or similar for authorization.

 

I've verified there are NO unusual messages coming from our server and, as far as I can tell, never has been.  There is no SPAM/virus/whatever anywhere on this server.  So I'm not sure if they've flagged us as part of a larger IP address range for which they've had issues or what, but I do need to get this resolved.

 

Anyway, as the bounce message suggests, I'm apparently supposed to contact my internet service provider to help get this addressed.  Can someone please let me know how to proceed from here?
