wifi not registering/ ip address help!

As im setting up our wifi i noticed none of the wifi lights are on (2.4GHz) and (5GHz). regular internet is fine and connected to all of our computers. I have tried restarting the router/modem and still nothing. also the ip adress givin to me 10.1.10.1 is not working keeps goign to page unavaiable. I have been on here reading for solutions and can not find one yet. please help!
