Stuttering Dial Tone on a line with no voice mail

We have a stuttering dial tone (like we have a message) on a fax line that doesn't have the voice mail feature.  This is preventing us from receiving and sending some faxes.  Can someone please clear that?

We are having a stuttering dial tone on a line with no voice mail messages onboard.  When the number is called and the recording comes on, it says, "there are no mesages in youir box."  Why is this happening?  I thought the stuttering dial tone was to alert you that there are messages.
