Call Forward Always Feature Won't accept my forwarding number

Comcast business phone service is clearly having a major issue in multiple areas, including ours.  We get a dial tone but when we dial out all we get is a busy signal and no calls are coming in.  We have the Call Forward Always feature and when I went to enable it to forward to a cel number it says that number is not authorized.
