Static IP Configuration

We have a /29 static IP configuration. The access from our dynamic IP segment and from the outside world occasionally times out to the static IP addresses.  This lasts for a period of a few minutes, and then access seems to work fine for a while.  The problem was much worse when we had a

More information on this..  at the time of the problem, all devices on static IPs respond to pings (ICMP) from the dynamic IP segment and from the outside, but do not respond to HTTP/TCP requests.
