Trying to upgrade webhosting. Need permission from account manager but it is locked and does noot show edit to unlock it.

Yes, only the Business Class Portal (BCP) administrator email user can Upgrade or change your web hosting package . There is no lock on the ability to upgrade the webhosting package. This is an account permissions type of security feature.
