Please answer the following questions to provide further diagnosis assistance:
1. What operating system and version are you running on your computer?
2. Are you able to obtain a successful download of your Outlook 2010 form the Business Class Portal (BCP) ?
3. Are you up on the Internet and can surf to various websites?
4. Make sure that you are in the folder of your computer where the Outlook is downloaded into. Then double click on the setup file inside inside that folder so all files for installation can be found.

I am running Windows 8.1
Download was successful.
Connection is fine, no internet isues.
Clicking on the setup file (outlook2010.exe) is what generates the error message that I attached in my original post.
