CG3000DCR VPN pass through

Hi,

 

I have a Netgear CG3000DCR modem with a static IP (/30 subnet). I configured my other router to be in the static ip subnet and set the correct default gateway. Everything works fine, except for VPN. I can use PPTP vpn to my router (the static public IP) when I'm in the LAN. However, the connection seemed to be block when I try to connect outside of my LAN.

 

My guess is the firewall maybe the culprit, but I didn't find any options to turn the entire firewall off. Please help.
