Comcast manages my DNS records and everytime I have to change I need to email their engineers to make the change it that can take up to 2 days to respond.
Is there a way I can manage my dns records for my public IPs in a web portal?

Assuming you have static IPs, you can manually assign them by logging in to the gateway: https://business.comcast.com/help-and-support/internet/comcast-business-static-ip-local-area-network... .
