Speed drops severely on daily basis

We're having trouble with our internet service. Almost every day usually around 11, our internet speed drops to 1 or 2 mpbs. In the morning it checks out as our usual 150mpbs, but for some reasons almost always drops during the afternoon.

 

Strangley though it seems wildly inconsitant from website to website. For example, loading comcast's site is extremely slow, but at the same time, I can stream a 1080p video on YouTube with no problems at all.

We've tried restarting the modem/router, even tried swapping out cables but nothing seems to work. 

We've had a service technician come by Tuesday last week, and they couldn't find any problem with our setup.

 

I know Comcast has been laying fibre optics in our area, but I'm not sure if that has anything to do with or not. Any help you can provide would be appreiciated.

Here's another test. These ping tests are run seconds apart and we go from as low as 17ms ping, to as high as 436ms, to timeouts.
