Mixer Streamer: Problems Streaming Game Video!

So im a part time mixer streamer paying for a 600/30 Enterpise tier an im having issues streaming my gameplay to Mixer! I contacted OBS support an they said it was a ISP issue becuase they looked at my Log File i provided them an there was no issues on my PC when streaming gameplay at 720p HD at 60 Frames Per Second! Which is 4500 KBPS! Im always hardwired with a enternet cable connected to my Buinsess Modem! I did have new lines connected. My modem is connected straightly fresh to the pole! You can even read what dropped frames are on the OBS site!

The Mixer server i stream my Gameplay to is US-Seattle! My Latency was really good! 10-8ms!

Asked Naka is changing my bitrate would fix the dropped frames issue but! That was not the case!

I dont know what the issue is! Its not my hardware becuase obs doesnt report dropped frames due to my encoding on my PC hardware! My Processor & GTX can stream 720p60 easy! Over a landlined connection which i am using! Im Honestly out of ideas an looking into moving to the better provider if this doesnt improve! I did sign a contract but im not gonna pay for a contract termination fee if im not getting the performace i was promised to get! I only have 2-3 devices on at a time! When im streaming i only have 1 which is my streaming & gaming pc! Please fix this issue!
