Internet speed fluctuates

My internet speed should be 75Mbps/15Mbps. The speed can drop to 9Mbps/9Mbps at night.

It is inconsistent. My cable modem is connected to my wireless setup via cat6 cable.

 

The wireless setup is functioning properly when I tested that session of the connectivity.

It is only from the modem to the internet that the speed fluctuates and dropped all the way to 9Mbps. 

I would think business internet should have SLA.
