I got charged a Cable TV Franchise fee of $6.03 and sales tax of $5.94, eventhough I do not have TV service or equipment charges. I only subscribe to Internet service.

If you have any such billing errors as your post indicates, simply call 1800-391-3000 - option 2, and request that this billing agent provides an adjustment to your current billing statement. This will be reflected in your next month's billing statement.

Thanks for your help. I did call. The problem is that the reps are ignorant and did not accept that I should not be charged for TV fees and sales tax, eventhough I only have Internet service.
