I'm trying to add back in a BVE user that was deleted, but it's telling me that the email address selected is already registered.. even though the user doesn't show up in the list.

If not, please click on our handle (ComcastBiz_Support) and send a private message with your name, the business name, the complete service address (including city, state, ZIP, suite number, etc), the phone or account number, and the user email address that is causing the trouble so we can get this resolved for you
