billed for something I should not be!

We no longer use Comcast for our business voice lines - too many outages and terrible customer service to resolve issues.  We only kept our fax line and fire alarm lines (total of 3 lines).  Why are we having to pay for "directory listing management" fee with Comcast - $24 a year - there is nothing to manage!
