Voicemail tone on phone lines without voicemail

I have two business phone lines/phone numbers “without voicemail”. However, when you hear the dial tone on both phone lines there is a shutter tone which indicates there is a new voicemail. In addition our phones themselves display the message “Voicemail msg. via phone co.”

Per the directions online, it says to access voicemail dial *99 from the phone line, but when I do that all I get is a busy signal. We were given any voicemail access numbers, nor can I find a voicemail access number for either phone line when logged into our account, which is clearly indicative of us not having voicemail service on either phone line/phone number. How can this be fixed?
