Tax Exemption - can't get it applied

I am having the same issue.  Our account is carrying a balance because I was told that they could only credit up to 6 mos on the account.  Unfortunately, I have been asking for this to be resolved since at least November, when 6 months would have been enough.  

 

What has to happen to get the remaining tax balance credited?
