Phone support broken

I have a billing issue that has gone on for two months, I'm trying to resolve the issue before the next billing cycle enddate (tomorrow) however the phone system keeps telling me since my service is out, they will call back later. My service works fine and what the hell does my service being up or down have to do with a billing issue?


The callback feature said I would get a call between 8am and 9am this morning. it's now 11am. I have too much to do today to wait on the cable company.
