No Equipment received during installation but being charged for Equipment?

Need some help.  During installation the giant box from Comcast would not fit so the installer used my existing modem.

Now I'm being charged for equipment I did not receive.  Can you remove this charge?

I called into the comcast 1-800 number and they could not fix the issue nor did they follow up like they promised.
