Billing - Stalled Overpayment

I have not received and overpayment from a previous account. The Business Account Specialist has stated that the turnaround time would take 40 day turnaround time for them to mail it as they are going to manual remove the equipments . I have stated that I have no equipment to return. Still waiting it has been more then 60 days.
