Bill amount fluctuating

Hey can any one tell me why my bill fluctuates slightly.  When I first joined comcast about 1.5 years ago my bill was 99 bucks then it went up to around 104 bucks now I just got the latest bill and its back to 99 bucks !! 

 

Of course I can just login and see the past bills under the past bills section on my account !!  "NONE AVAILABLE"  Why is that ??

 

Again super tools from comcast !!

Ok so if you click the link in the email and sign in you cant see past bills but if you just go to the website directly you see the past bills - odd.   Plus the reason it looks like its fluctuating is because somehow now I am overpaying and the way it applies the overpayment is what causes it to fluctuate the price.  I think all is good.
