VLAN Issues

I recently had my modem installed and we have a static IP on it.  If I plug a laptop directly into the modem, everything works fine.  When I plug the modem into my switch (accessing VLAN ID 3) and connect my computer to a different switch (also on VLAN ID 3) I get an IP address on my laptop, and I can access the modem, but the modem does not route any traffic through to the internet.  Is this a configuration issue on my modem?  Please advise.

Have you properly configured trunk ports on the connecting interfaces of both switches?

Yes.  I'm able to get an IP from the modem, and I'm able to access the modem.  I am not able to get through the modem to the internet.
