Service outage fixed but slow speeds ever since

I had a service outage (shown as known by Comcast last week) and ever since it came back my service has been obseenly slow. If I do speed tests, the down/up speeds appear to be fast. However, if I try to download files, watch a video, or even get an email with an attachment I'm having issues (everything was fast before the outage). For example, my Outlook keeps timing out because it's taking too long to download a 3MB file today. Normally this will fly right into my inbox. Also, went to a dropbox yesterday and to downloas a 33MB file took almost an hour (normally would be less than 2-3 minutes).

 

I just went to my modems gateway (CG-3000DCR modem) and went into the troubleshooting area and tried to ping some basic websites (like business.comcast.com)  and I'm getting "request timed out" and 800ms times within the 4 tries. Something is seriously off here. Any ideas?
