Static IP configuration Missing

Had some power issues about 3 days ago.  Intermittent internet diagnosed as DNS connectivity issues ever since.

powershell "Measure-Command { nslookup www.google.com 75.75.75.75 }"
TotalMilliseconds : 4088.9048

4hrs later, bypassing all local DNS, firewall possibilities, led to a hard reset of the modem. (Lost password)

Put the Comcast router back in bridge mode and Static IP Addresses are no longer working on our Fortinet Router.  Able to connect via DHCP, but the static ipv4 addresses are not working.  Does a configuration need to be restored on the comcast router before we can bridge using static IPs again?

Was this issue resolved? If so, could you post the resolution here for people in the future?
