Sending Email from Alias

I would like to setup an alias that is able to receive from the alias name into two current user emails. The two users need to send from this address as well. My question is can this be accomplished via aliases or I am better off setting up a new email box? If I set it up as a new email account, can both users access this via Outlook at the same time?
