new users and deleted users

I recently deleted a user but now I cannot add a new user .  My account still shows the same number of users as when I set it up.  How do I add a new user without increasing user availabilty?

Hi ims. Currently we show this  account with 10 active mailboxes and 1 mail box available.  If you will send me a private message with user name I will investigate the issue.
