Issue with Static Ip to internal ip

I wanted to see if anyone has advise for me.  We have a static IP that needs to port forward to an internal IP (Port 80).  The only way that i can make the static IP connect to the internal is by Natting.  This issue is with our Static IP being Natted, we are getting tons of blocked alerts from symantec about IPs trying to get through.  Ive tried many things but nothing seems to work other then Natting.  Im open to any ideas and it seems like the comcast business modem is blocking.
