How long does it take to reprovision static IPs?

I made the mistake of factory resetting a new CGA4332COM modem so that I could get to the admin interface.  Tech replaced my old one that was constantly rebooting itself.  Apparently it was a used device.  The login screen woudlnt accept any of the default passwords, or my previous. No big deal.  Was told a factory reset would take care of this.  And it would let me reconfigure it to how I wanted it : Wifi Disabled, etc.

Well now my static IPs are no longer seen.  OhYea...and that didnt solve the default password issue either.

Figured out if I connect a laptop directly to the modem, bypassing my firewalls, I can get a 10.1.10.x ip and the modem is connected and working. Just no static IPs.

Made the call, opened a ticket, and after 30 minutes finally was able to get the password reset.  1 problem down.

Now to get the config set up for my statics.  Of course it had to be escalated.  That was last night.  I know when there is a tech on site, they can have it done in minutes.

How can I bump this up so that the services I am hosting on this site are seen again?

@Comcast_Roberto Done.  Also included the open ticket I had sent previously in the same message.
