Am I right to interpret this error as Comcast DNS on blacklist?

2. Do you know when this started?
3. What is your domain name?

1. Emails being sent from Outlook 2010.
2. Started 9/30/13
3. Domain bco-inc.com
We have found

Those are not the only two that are blocked . . . we've had problems at our office as well,
76.96.107.73 is also among the blacklisted servers . . .
76.96.107.71
76.96.107.72 and
76.96.107.73
. . . are all being rejected.
