Can't ping a device on my static IP range

I am trying to add a new device on one of our static IP addresses but I am unable to reach it from the internet.  From other hosts on our /28 I am able to reach the server, but not externally.  I have tried two IP addresses and have confirmed the netmask / gateway configuration is corrrect.

I seem to have a problem whenever I want to change a device behind my SMC.  If it was ever configured or used in the past, it seems restricted to that device in the future.

Is there a way to get this to work?

This particular device is not behind a firewall.  There is some other switch gear in between the SMC and the device, but it is basically a direct connection. The other devices using these switches do work. I have an identical device with similar configuration following the same path and it works perfectly.

Welcome GHS-ADs. It is unusual for the SMC to maintain configuration for a device the is no longer connected to it.  In order to better assist we need to know if the device is behind a firewall or other network appliance or directly connected to the SMC?   Also, does you server allow inbound traffic on you WAN interface?

I also can't get in to the SMC to check on settings as the login looks to be changed from what I was given.

I'm guessing that the cusadmin user is not allowed to log in via the public IP of the SMC?  I don't have a LAN on the inside of my modem any more and have no idea what it was configured as in the past, it doesn't seem to be the default. All of my current devices are individual devices using one of our static IPs.  While before I was getting "incorrect password' as a warning, now i'm getting "access deny".  Can login be allowed from my /28?
