ARIN Reassignment

Hi, We have a /24 of IPv4 and a /48 of IPv6 on an EDI. We're looking to get this reassigned at ARIN so we can create ROA's and update the IRR accordingly so we can advertise these networks on our other providers. How can I go about getting this done?

Also need rDNS delegation to our NS.
