What's the best way to follow up on a ticket

I have an open ticket and I'd like to find out what's happening, since this is affecting our business.

The ticket says:
Summary:Cant Surf Specific Site
This is inaccurate. Here's what I reported on the chat. 
We're having problems in this office again. Our technician said: I plugged directly into the modem, in the IDF, and can get to some web sites (google.com, etc) but I can’t connect to IPV4 sites like www.leg.wa.gov.
He says the router is only giving IPv6 addresses, not IPv4
