unexpected charges

My contract clearly lists all fees I would be charged, excluding taxes.
However, when I received my bill, I was charged an additional $11.00 monthly fee for Directory Listing, even though directories are no longer used in our area, as well as an additional $11.00 monthly Voice Network Investment fee.

These fees were not listed in the contract I signed, nor were they included in the agreed-upon price.
Since these are recurring monthly charges and not one-time fees, I would like to understand whether charging these unlisted fees is permitted

While specific rates vary by region and plan, these fees cover the administration of listing your business in directories and may increase periodically.
